Research Award Management Teams
Proposal Development and Submission Team
Team Profile
The Award Setup team is responsible for establishing sponsored awards in the University’s systems once funding has been received. The team reviews award documents for compliance with sponsor and institutional requirements, confirms terms and conditions, and communicates with principal investigators, departments, and other offices to ensure that accurate budget, reporting, and compliance details are in place.
By serving as the bridge between proposal submission and award management, the team ensures that awards are set up correctly, promptly, and in alignment with all sponsor and institutional obligations.

Research Award Management Team
Team Profile
The Award Management team is responsible for overseeing all non-financial activities that occur after an award has been made to Temple University.
This includes:
- Monitoring sponsor requirements for technical and progress reports, invention disclosures, and other deliverables
- Tracking deadlines and working with principal investigators (PIs) to ensure timely submission
- Reviewing and facilitating prior approval requests, including no-cost extensions, changes in PI, and changes in scope
- Communicating non-financial compliance obligations related to research security, foreign influence, and export control
The team also ensures that institutional records and ERA data remain accurate and auditable, supports the preparation and submission of final reports, and confirms completion of invention disclosures, data-sharing requirements, and other sponsor-mandated deliverables.
Throughout the award lifecycle, the Award Management team serves as a liaison between PIs, departments, sponsors, and central offices to address post-award non-financial matters.

Subaward Team
Team Profile
The Subaward team is responsible for reviewing all subaward requests to ensure completeness and compliance with sponsor terms, institutional policies, and federal regulations.
The team:
- Drafts, negotiates, and issues subaward agreements
- Incorporates required flow-down terms and conditions
- Ensures compliance with human subjects, animal care, export controls, and research security requirements
The team works closely with principal investigators, departmental staff, compliance offices, and, when necessary, the Office of General Counsel to resolve questions and negotiate terms.
Throughout the process, the Subaward team:
- Maintains accurate records in ERA
- Tracks progress to execution
- Ensures agreements are fully executed before funds are released
After execution, the team continues to manage subaward modifications, amendments, and reporting requirements, serving as a liaison between Temple investigators, subrecipient institutions, and sponsors.

Research Financial Management Teams
Grant Accounting Team
Team Profile
The Grant Accounting team is responsible for the financial management of sponsored awards from setup through closeout.
The team:
- Monitors expenditures for allowability, allocability, consistency, and compliance with sponsor and institutional policies
- Prepares and submits required financial reports and invoices
- Works with principal investigators, departmental administrators, and sponsors to resolve financial questions and reconcile accounts
At closeout, the team ensures that:
- All financial obligations are met
- Final reports are submitted
- Accounts are properly closed in financial and research administration systems

Team Profile
The Research Cash Management and Compliance team is responsible for sponsored project billing, accounts receivable, and cash management.
This includes:
- Recording and monitoring receivables
- Ensuring timely collection of funds
- Managing drawdowns for federally funded projects through payment systems
- Reconciling expenditures and ensuring compliance with federal regulations and institutional policies
The team also oversees effort reporting by:
- Providing guidance to principal investigators and departmental staff
- Ensuring payroll distributions align with committed effort
- Ensuring certifications are completed in accordance with sponsor and audit requirements
Through these activities, the team maintains accurate financial records, supports compliance, and helps safeguard institutional resources.
Audit and Special Projects Team
Team Profile
The Audit and Special Projects team manages institutional responses to internal and external audits of sponsored programs.
The team:
- Ensures documentation, financial records, and compliance materials are accurate and available
- Coordinates with auditors, principal investigators, departments, and central offices
- Addresses audit inquiries and implements corrective actions
The team also:
- Prepares institutional and federal reports, including the Higher Education Research and Development (HERD) Survey, Fringe Benefit Rate proposal, and Facilities and Administrative (F&A) Cost proposal
- Leads special projects to strengthen post-award operations, including policy development, compliance monitoring tools, and system or process improvements
- Provides training and outreach on audit readiness, cost proposals, and evolving sponsor regulations
